Virtual U Constitution

This document describes how our club operates.

Article I - Name

  1. This organization shall be known as the Union College (Chapter of) Virtual U.

Article II - Purpose

  1. Virtual U represents the efforts of a group of interested students, faculty, staff, and alumni who wish to promote the awareness and knowledge of the Internet, particularly the World Wide Web, at Union College.

Article III - Membership

  1. Any Union College student currently paying a student activities fee shall be eligible to participate in any of the activities sponsored by Virtual U.
  2. Any and only Union College students currently paying student activities fee shall be eligible to become members or officers of Virtual U. Active membership is confirmed upon any student who attends all General Membership meetings and is in good academic standing with the Registrar's Office. Students who are no longer in good academic standing or do not attend the General Membership meetings automatically lose their status as active members.
  3. Only active members are eligible to vote for the officers of Virtual U.

Article IV - Officers

  1. The elected officers of Virtual U shall be:
    • President
    • Vice President
    • Secretary
    • Tresurer
  2. The Executive Board of Virtual U shall be composed of President, Vice President, Secretary and Treasurer.
  3. The term of office for each officer shall be three academic terms.

Article V - Officer Responsibility

  1. The duties of the President shall be as follows:
    1. Leading the General Membership meetings.
    2. Requesting purchase orders and cash requisitions from the Coordinator of Student Activities.
    3. Representing the group before the Finance Committee and the Committee on Committees.
  2. The duties of the Vice President shall be as follows:
    1. Assisting the President in running General Membership meetings.
    2. Maintaining relations with other clubs and organizations that Virtual U is currently working with.
    3. Overseeing any Committee created by the Executive Board.
  3. The duties of the Secretary shall be as follows:
    1. Maintaining an up to date list of all active members.
    2. Maintaining an up to date list of inventory.
    3. Recording and writing a record of the General Meeting minutes.
  4. The duties of the Treasurer shall be as follows:
    1. Writing a budget along with the President of Virtual U to be submitted to the Finance Committee.
    2. Keeping an up to date list of expenditures.

Article VI - Elections

  1. Annual elections shall be held during the seventh week of spring term.
  2. Membership meeting called by the President for the purpose of electing new officers.
  3. Candidates shall be nominated for a specific elected office if they submit their names to the Secretary in writing at least two days before a General Membership meeting called for the purpose of new officers.
  4. Nominated candidates must be presented when the election takes place.
  5. If any active member request a secret ballot, a secret ballot will be taken.
  6. A candidate shall be elected by a simple majority vote. If one candidate does not receive a majority, a runoff election shall be held between the two candidates who received the greatest number of votes.
  7. Fifty per-cent of the active membership shall constitute a quorum. A quorum must be present for all elections.
  8. The Student Forum Committee on Committees may be called upon to judge the fairness of any election or lection proceeding. Once any two active members have called upon the Committee on Committees, the COC shall become the final judge with respect to the fairness and validity of an election.

Article VII - Dismissal of Elected Officers

  1. An elected officer shall be impeached if a petition to impeach the office (stating the officer's name and the specific reasons for impeachment) is signed by a majority of the active membership. An elected officer may also be impeached by a two-thirds vote of all the officers.
  2. An elected officer shall be removed from his or her office if a petition to remove the officer (stating the officer's name and the specific reasons for removal) is signed by two-thirds of the active membership following the completion of valid petition of impeachment or a valid vote of impeachment.
  3. An elected officer shall automatically forfeit his or her office if he or she is absent from three consecutive scheduled meetings without prior notification.
  4. The Student Forum Committee on Committees may be called upon to judge the fairness of any impeachment and or the removal proceeding. Once the Committee on Committees has been called upon y any active member, the COC shall become the final judge with respect to the fairness and validity of the impeachment and or removal of an elected officer.

Article VIII - Meetings

  1. Meetings of the officers shall be held at prescribed times agreed upon by the officers.
  2. There shall be at least one meeting of the General Membership each academic term. All active members should be notified sufficiently in advance of a General Membership.

Article IX - Committes

  1. Committees may be established and dissolved at the discretion of the Executive Board.
  2. Committee members shall be chosen and removed at the discretion of the Executive Board.

Article X - Membership Dues and Fees

  1. A two-thirds vote of the Executive Board shall be necessary for instituting and or raising membership dues and or fees.

Article XI - Faculty/Administrative Advisors

  1. A majority vote of the Executive Board shall be necessary for establishing and choosing a faculty and or administrative advisor. Faculty and or administrative advisors shall not be construed as voting members of either the Executive Board or the General Membership.

Article XII - Amendments

  1. Amendments to this Constitution may be proposed by a majority of the Executive Board.
  2. At least seven days written notice of a proposed amendment to this Constitution shall be given to all active members.
  3. This Constitution may be amended by an affirmative vote of a majority of all the active members at a General Membership meeting called by the President for the purpose of amending this Constitution.
  4. All amendments to this Constitution are subject to the ratification of the Committee on Committees and the Student Forum.

Article XIII - Dissolution

  1. Two-thirds of the active members must sign a petition to effect termination of Virtual U.
  2. If Virtual U is inactive for one calendar year, this Constitution will automatically expire, and a new Constitution must be submitted and the normal approval procedures followed.

Article XIV - Ratification

  1. This Constitution shall be ratified by the Executive Board.
